The Ticket Clinic Successfully Contests Osceola County School Zone Speed Cameras

January 28, 2026

Over recent months, school‑zone speed cameras in Osceola County, Florida have become one of the hottest legal debates in the state, and the attorneys at The Ticket Clinic have been right in the middle of it.

As result, our work has been featured on both NBC and WFTV Channel 9 News.

Law enforcement and local officials say these automated cameras are meant to protect children near schools by capturing speeders and issuing fines. But questions over whether the devices are properly placed and legally compliant have opened the door to serious legal challenges.

A Legal Battleground Over Placement and Compliance

At the heart of this issue is a simple yet complicated question: where does a school zone legally begin and end? Florida law limits where speed cameras can be placed, but state guidance has been unclear, particularly when it comes to whether cameras are permitted outside the narrowest portion of the designated zone.

In a courtroom in January, more than a dozen drivers were present not just to fight individual tickets, but to ask a judge to resolve this confusion once and for all. The Ticket Clinic’s attorneys argued that the cameras were not placed in strict accordance with state statute, making the citations legally questionable.

While a judge ruled that the law lacks clarity, technically allowing Osceola County and St. Cloud to resume camera enforcement, other legal concerns remain unresolved. The judge noted the statute is ambiguous regarding placement, but also raised another issue: no one in court could confirm that the radar detection systems used in the cameras were officially on Florida’s approved list. That uncertainty led to tickets issued that day being dismissed.

Recent Wins and Ongoing Challenges

This legal fight isn’t new. In late 2025, all school‑zone speed camera tickets contested in the county were dismissed after law enforcement paused enforcement, admitting they were unsure about compliance with state placement requirements. Attorneys from The Ticket Clinic represented multiple drivers in that process, pushing back against enforcement until legal questions are clarified.

Then in January 2026, a hearing dismissed another set of citations after a key question arose in court about whether the radar technology itself was properly approved. The Sheriff’s Office could not immediately produce a confirmation. That outcome keeps the cameras turned off while officials verify compliance. The Ticket Clinic’s lead attorney in this fight, Ira Karmelin, explained that compliance involves many requirements and that the county has yet to satisfy them all.

What This Means for Drivers

If you’ve received a school‑zone speed camera ticket in Osceola County (or neighboring jurisdictions), these developments matter:

  • Dismissals are happening — judges and hearing officers are pushing back on enforcement when legal requirements are unclear or unproven.

  • Officials have paused camera enforcement at times while reviewing compliance with state statutes and FDOT guidance.

  • The legal fight isn’t over — attorneys with The Ticket Clinic are continuing to raise challenges sequentially to identify every flaw in the enforcement program.

That’s crucial because a successful legal defense not only helps individual drivers, but also pressures local governments to follow the law precisely before issuing citations that cost money and impact lives.

Staying Ahead of Changing Law and Policy

School‑zone speed cameras are a relatively new form of automated enforcement in Florida, expanding after a 2023 state law allowed their use. But that law has proven difficult to interpret, especially when it comes to camera placement standards. The Florida Department of Transportation has updated guidance in response to the controversy, yet disagreements about interpretation remain. Attorneys from The Ticket Clinic are closely following these developments and challenging these cases across the state.
