That action applies to cameras installed in state-controlled rights-of-way, not every Flock camera in Florida.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph --><\/p>\n<p>Separately, some county governments have ordered cameras removed from county-controlled rights-of-way, while a growing number of sheriffs and police departments have terminated contracts, suspended their programs or stopped using Flock altogether.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph --><\/p>\n<p>But even when a sheriff&#8217;s office &#8220;bans&#8221; or discontinues Flock, that generally <strong>doesn&#8217;t mean Flock cameras are prohibited throughout that county.<\/strong><\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph --><\/p>\n<p>Privately owned cameras may still operate at homeowners associations, gated communities, apartment complexes, shopping centers, businesses and other private properties. Municipal police departments within the same county may also have their own policies and programs.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph --><\/p>\n<p>That&#8217;s why throughout this guide, we distinguish between a program being discontinued, a program being suspended, cameras being removed from government rights-of-way, and an actual prohibition on the technology.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph --><\/p>\n<p>So where headlines may say a Florida county has &#8220;banned Flock cameras,&#8221; the reality is usually more complicated.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph --><\/p>\n<p>Below is the current county-by-county status of Flock cameras in Florida as of September 1, 2026.<\/p>\n<p><!-- \/wp:paragraph --><!-- wp:paragraph county&#8217;s primary law enforcement agency or county government has announced a broad shutdown, discontinuation or termination of its Flock\/ALPR program.<\/p>\n<h3 data-section-id=\"ooovkz\" data-start=\"908\" data-end=\"924\">Baker County<\/h3>\n<p data-start=\"926\" data-end=\"1024\">The <strong data-start=\"930\" data-end=\"1024\">Baker County Sheriff&#8217;s Office has discontinued its use of license plate reader technology.<\/strong><\/p>\n<p data-start=\"1026\" data-end=\"1295\">Sheriff Scotty Rhoden acknowledged that the cameras had helped deputies locate wanted people, recover stolen property and identify vehicles connected with criminal activity, but announced the agency would discontinue the technology following Florida&#8217;s statewide action.<\/p>\n<p data-start=\"1297\" data-end=\"1348\"><strong data-start=\"1297\" data-end=\"1348\">Status: Sheriff&#8217;s Office discontinuing LPR use.<\/strong><\/p>\n<h3 data-section-id=\"ml9cg8\" data-start=\"1350\" data-end=\"1368\">Brevard County<\/h3>\n<p data-start=\"1370\" data-end=\"1499\">Brevard County Sheriff Wayne Ivey announced the <strong data-start=\"1418\" data-end=\"1498\">full termination of the Brevard County Sheriff&#8217;s Office Flock camera program<\/strong>.<\/p>\n<p data-start=\"1501\" data-end=\"1607\">The Sheriff&#8217;s Office is removing its cameras and has also terminated access to the broader Flock database.<\/p>\n<p data-start=\"1609\" data-end=\"1759\">Significantly, BCSO has suspended its access to data generated by privately operated Flock cameras, including cameras operated by HOAs and businesses.<\/p>\n<p data-start=\"1761\" data-end=\"1932\">That does <strong data-start=\"1771\" data-end=\"1778\">not<\/strong> prohibit those private entities from operating cameras. It means the Sheriff&#8217;s Office is no longer accessing their information through the Flock network.<\/p>\n<p data-start=\"1934\" data-end=\"2008\">Some municipalities within Brevard can still establish their own policies.<\/p>\n<p data-start=\"2010\" data-end=\"2072\"><strong data-start=\"2010\" data-end=\"2072\">Status: Brevard Sheriff&#8217;s Office Flock program terminated.<\/strong><\/p>\n<h3 data-section-id=\"ftpg26\" data-start=\"2074\" data-end=\"2092\">Calhoun County<\/h3>\n<p data-start=\"2094\" data-end=\"2192\">The Calhoun County Sheriff&#8217;s Office has announced that it will <strong data-start=\"2157\" data-end=\"2191\">no longer use the Flock system<\/strong>.<\/p>\n<p data-start=\"2194\" data-end=\"2362\">The situation is slightly different in Calhoun because cameras used by deputies were reportedly owned and operated by the state rather than the Sheriff&#8217;s Office itself.<\/p>\n<p data-start=\"2364\" data-end=\"2413\"><strong data-start=\"2364\" data-end=\"2413\">Status: Sheriff&#8217;s Office stopped using Flock.<\/strong><\/p>\n<h3 data-section-id=\"16z798r\" data-start=\"2415\" data-end=\"2430\">Clay County<\/h3>\n<p data-start=\"2432\" data-end=\"2564\">The Clay County Sheriff&#8217;s Office announced that it is <strong data-start=\"2486\" data-end=\"2536\">discontinuing its license plate reader program<\/strong> following Florida&#8217;s action.<\/p>\n<p data-start=\"2566\" data-end=\"2606\">The agency is removing affected cameras.<\/p>\n<p data-start=\"2608\" data-end=\"2659\"><strong data-start=\"2608\" data-end=\"2659\">Status: Sheriff&#8217;s Office discontinuing LPR use.<\/strong><\/p>\n<h3 data-section-id=\"4uwyxe\" data-start=\"2661\" data-end=\"2692\">Duval County \/ Jacksonville<\/h3>\n<p data-start=\"2694\" data-end=\"2861\">Jacksonville Sheriff T.K. Waters announced that the Jacksonville Sheriff&#8217;s Office would <strong data-start=\"2782\" data-end=\"2860\">discontinue use of license plate reader technology throughout Duval County<\/strong>.<\/p>\n<p data-start=\"2863\" data-end=\"2957\">This goes significantly beyond simply removing cameras affected by FDOT&#8217;s state-highway order.<\/p>\n<p data-start=\"2959\" data-end=\"3155\">Waters acknowledged that ALPR technology had been a valuable investigative tool but said the state&#8217;s decision and concerns expressed by the community made discontinuing the technology appropriate.<\/p>\n<p data-start=\"3157\" data-end=\"3202\"><strong data-start=\"3157\" data-end=\"3202\">Status: JSO discontinued its LPR program.<\/strong><\/p>\n<h3 data-section-id=\"ri4wbr\" data-start=\"3204\" data-end=\"3223\">Franklin County<\/h3>\n<p data-start=\"3225\" data-end=\"3330\">The Franklin County Sheriff&#8217;s Office has announced that it is <strong data-start=\"3287\" data-end=\"3329\">discontinuing its Flock camera program<\/strong>.<\/p>\n<p data-start=\"3332\" data-end=\"3515\">Most of the county&#8217;s cameras were reportedly located on state roads and therefore affected by FDOT&#8217;s directive. The Sheriff&#8217;s Office elected to turn off its remaining cameras as well.<\/p>\n<p data-start=\"3517\" data-end=\"3573\"><strong data-start=\"3517\" data-end=\"3573\">Status: Sheriff&#8217;s Office Flock program discontinued.<\/strong><\/p>\n<h3 data-section-id=\"spxwng\" data-start=\"3575\" data-end=\"3592\">Holmes County<\/h3>\n<p data-start=\"3594\" data-end=\"3734\">The Holmes County Sheriff&#8217;s Office has announced that it is <strong data-start=\"3654\" data-end=\"3689\">ending its use of Flock cameras<\/strong>, citing privacy and constitutional concerns.<\/p>\n<p data-start=\"3736\" data-end=\"3785\"><strong data-start=\"3736\" data-end=\"3785\">Status: Sheriff&#8217;s Office discontinuing Flock.<\/strong><\/p>\n<h3 data-section-id=\"rgggt2\" data-start=\"3787\" data-end=\"3807\">Jefferson County<\/h3>\n<p data-start=\"3809\" data-end=\"3901\">Jefferson County has moved away from Flock technology and its system has been <strong data-start=\"3887\" data-end=\"3900\">shut down<\/strong>.<\/p>\n<p data-start=\"3903\" data-end=\"3938\"><strong data-start=\"3903\" data-end=\"3938\">Status: Flock system shut down.<\/strong><\/p>\n<h3 data-section-id=\"1w7zfj5\" data-start=\"3940\" data-end=\"3958\">Liberty County<\/h3>\n<p data-start=\"3960\" data-end=\"4067\">Liberty County Sheriff Dusty Arnold announced that his office is <strong data-start=\"4025\" data-end=\"4066\">ending its contract with Flock Safety<\/strong>.<\/p>\n<p data-start=\"4069\" data-end=\"4291\">Arnold acknowledged that the cameras had helped law enforcement locate stolen vehicles, identify suspects and recover an abducted child, but cited unresolved constitutional and privacy questions surrounding the technology.<\/p>\n<p data-start=\"4293\" data-end=\"4344\"><strong data-start=\"4293\" data-end=\"4344\">Status: Sheriff&#8217;s Office ending Flock contract.<\/strong><\/p>\n<h3 data-section-id=\"hi59zm\" data-start=\"4346\" data-end=\"4362\">Pasco County<\/h3>\n<p data-start=\"4364\" data-end=\"4450\">Pasco County began pulling back from Flock before FDOT issued its statewide directive.<\/p>\n<p data-start=\"4452\" data-end=\"4670\">Sheriff Chris Nocco announced that he is <strong data-start=\"4493\" data-end=\"4574\">terminating the county agreement governing its license plate detection system<\/strong> after a majority of county commissioners indicated that they no longer supported the agreement.<\/p>\n<p data-start=\"4672\" data-end=\"4735\">The agreement is scheduled to terminate <strong data-start=\"4712\" data-end=\"4734\">September 30, 2026<\/strong>.<\/p>\n<p data-start=\"4737\" data-end=\"4818\">Privately operated Flock cameras within Pasco County aren&#8217;t necessarily affected.<\/p>\n<p data-start=\"4820\" data-end=\"4873\"><strong data-start=\"4820\" data-end=\"4873\">Status: County LPR agreement ending September 30.<\/strong><\/p>\n<h3 data-section-id=\"x4d5nz\" data-start=\"4875\" data-end=\"4892\">Putnam County<\/h3>\n<p data-start=\"4894\" data-end=\"4977\">Putnam County has taken one of Florida&#8217;s clearest positions against the technology.<\/p>\n<p data-start=\"4979\" data-end=\"5166\">Sheriff H.D. &#8220;Gator&#8221; DeLoach ordered <strong data-start=\"5016\" data-end=\"5116\">all 18 automated license plate readers operated by the Sheriff&#8217;s Office immediately disconnected<\/strong> and directed that they be removed within 30 days.<\/p>\n<p data-start=\"5168\" data-end=\"5245\">The Sheriff&#8217;s Office is discontinuing the program and canceling its contract.<\/p>\n<p data-start=\"5247\" data-end=\"5347\">DeLoach cited concerns involving privacy, data sharing, government oversight and individual liberty.<\/p>\n<p data-start=\"5349\" data-end=\"5435\"><strong data-start=\"5349\" data-end=\"5435\">Status: Sheriff&#8217;s Office Flock program discontinued; all 18 cameras being removed.<\/strong><\/p>\n<h3 data-section-id=\"42l7d3\" data-start=\"5437\" data-end=\"5455\">Volusia County<\/h3>\n<p data-start=\"5457\" data-end=\"5586\">Volusia County Sheriff Mike Chitwood announced that his agency&#8217;s license plate reader system was being <strong data-start=\"5560\" data-end=\"5585\">shut down immediately<\/strong>.<\/p>\n<p data-start=\"5588\" data-end=\"5724\">The FDOT decision had an especially significant effect on Volusia because the Sheriff&#8217;s Office&#8217;s cameras were located along state roads.<\/p>\n<p data-start=\"5726\" data-end=\"5863\">Chitwood acknowledged that the technology had helped investigators solve violent crimes, find missing people and recover stolen property.<\/p>\n<p data-start=\"5865\" data-end=\"5925\"><strong data-start=\"5865\" data-end=\"5925\">Status: Volusia Sheriff&#8217;s Office Flock system shut down.<\/strong><\/p>\n<h3 data-section-id=\"f2lvzp\" data-start=\"5927\" data-end=\"5945\">Wakulla County<\/h3>\n<p data-start=\"5947\" data-end=\"6045\">Wakulla County has moved away from the technology and <strong data-start=\"6001\" data-end=\"6044\">ended participation in the Flock system<\/strong>.<\/p>\n<p data-start=\"6047\" data-end=\"6085\"><strong data-start=\"6047\" data-end=\"6085\">Status: Flock participation ended.<\/strong><\/p>\n<hr data-start=\"6087\" data-end=\"6090\" \/>\n<h2 data-section-id=\"w1ibzd\" data-start=\"6092\" data-end=\"6153\">Florida Counties That Have Suspended Flock Camera Programs<\/h2>\n<p data-start=\"6155\" data-end=\"6281\">Some counties haven&#8217;t permanently terminated their programs but have stopped using the technology while the issue is reviewed.<\/p>\n<h3 data-section-id=\"pu6zhe\" data-start=\"6283\" data-end=\"6303\">Charlotte County<\/h3>\n<p data-start=\"6305\" data-end=\"6519\">The <strong data-start=\"6309\" data-end=\"6397\">Charlotte County Sheriff&#8217;s Office has temporarily suspended its use of Flock cameras<\/strong> as Florida law enforcement agencies reassess automated license plate reader programs following the state&#8217;s recent action.<\/p>\n<p data-start=\"6521\" data-end=\"6660\">Unlike agencies that have announced permanent termination of their programs, Charlotte County&#8217;s action is currently a temporary suspension.<\/p>\n<p data-start=\"6662\" data-end=\"6730\"><strong data-start=\"6662\" data-end=\"6730\">Status: Sheriff&#8217;s Office Flock camera use temporarily suspended.<\/strong><\/p>\n<h3 data-section-id=\"fcotn8\" data-start=\"6732\" data-end=\"6747\">Leon County<\/h3>\n<p data-start=\"6749\" data-end=\"6822\">Leon County has <strong data-start=\"6765\" data-end=\"6821\">suspended its use of automated license plate readers<\/strong>.<\/p>\n<p data-start=\"6824\" data-end=\"7015\">This doesn&#8217;t necessarily mean every Flock camera within the geographical boundaries of Leon County has been shut down. The City of Tallahassee and private entities can have separate policies.<\/p>\n<p data-start=\"7017\" data-end=\"7055\"><strong data-start=\"7017\" data-end=\"7055\">Status: County ALPR use suspended.<\/strong><\/p>\n<h3 data-section-id=\"i0u2pg\" data-start=\"7057\" data-end=\"7078\">Miami-Dade County<\/h3>\n<p data-start=\"7080\" data-end=\"7259\">The <strong data-start=\"7084\" data-end=\"7191\">Miami-Dade Sheriff&#8217;s Office has announced that it is suspending its entire license plate reader program<\/strong> following Gov. Ron DeSantis&#8217; directive and FDOT&#8217;s new restrictions.<\/p>\n<p data-start=\"7261\" data-end=\"7412\">According to a September 1 statement from the Sheriff&#8217;s Office, all cameras located on FDOT infrastructure will be taken offline by the end of the day.<\/p>\n<p data-start=\"7414\" data-end=\"7527\">More significantly, MDSO announced that its <strong data-start=\"7458\" data-end=\"7527\">license plate reader program will be &#8220;suspended in its entirety.&#8221;<\/strong><\/p>\n<p data-start=\"7529\" data-end=\"7751\">That goes considerably further than simply complying with FDOT&#8217;s order affecting cameras located within State Highway System rights-of-way. The Miami-Dade Sheriff&#8217;s Office is temporarily suspending its broader LPR program.<\/p>\n<p data-start=\"7753\" data-end=\"7880\">However, this does <strong data-start=\"7772\" data-end=\"7879\">not necessarily mean every Flock camera geographically located in Miami-Dade County has been turned off<\/strong>.<\/p>\n<p data-start=\"7882\" data-end=\"8118\">Municipal police departments within Miami-Dade can have their own policies and programs. Privately operated cameras at HOAs, gated communities, apartment complexes, businesses and other private properties may also be treated separately.<\/p>\n<p data-start=\"8120\" data-end=\"8198\"><strong data-start=\"8120\" data-end=\"8198\">Status: Miami-Dade Sheriff&#8217;s Office LPR program suspended in its entirety.<\/strong><\/p>\n<h3 data-section-id=\"mhbp1j\" data-start=\"8200\" data-end=\"8219\">Okaloosa County<\/h3>\n<p data-start=\"8221\" data-end=\"8398\">The Okaloosa County Sheriff&#8217;s Office announced that it would begin <strong data-start=\"8288\" data-end=\"8371\">removing cameras and suspending its automated license plate recognition program<\/strong> following FDOT&#8217;s decision.<\/p>\n<p data-start=\"8400\" data-end=\"8452\"><strong data-start=\"8400\" data-end=\"8452\">Status: Sheriff&#8217;s Office ALPR program suspended.<\/strong><\/p>\n<h3 data-section-id=\"y53kfa\" data-start=\"8454\" data-end=\"9099\">rescind authorization for Flock Safety license plate readers within county rights-of-way<\/strong>.<\/p>\n<p data-start=\"9102\" data-end=\"9170\">The vote directs the county to turn off and remove affected cameras.<\/p>\n<p data-start=\"9172\" data-end=\"9265\">This is broader than FDOT&#8217;s order because it applies to Lake County-controlled rights-of-way.<\/p>\n<p data-start=\"9267\" data-end=\"9354\">It is <strong data-start=\"9273\" data-end=\"9353\">not a prohibition on privately operated Flock cameras throughout Lake County<\/strong>.<\/p>\n<p data-start=\"9356\" data-end=\"9422\"><strong data-start=\"9356\" data-end=\"9422\">Status: Flock cameras being removed from county rights-of-way.<\/strong><\/p>\n<h3 data-section-id=\"1f6bd77\" property or within separately governed municipalities.<\/p>\n<p data-start=\"9695\" data-end=\"9755\"><strong data-start=\"9695\" data-end=\"9755\">Status: Flock cameras removed from county rights-of-way.<\/strong><\/p>\n<hr data-start=\"9757\" data-end=\"9760\" \/>\n<h2 data-section-id=\"1i0qein\" data-start=\"9762\" data-end=\"9824\">Florida Cities That Have Suspended Or Removed Flock Cameras<\/h2>\n<p data-start=\"9826\" data-end=\"9937\">Municipal governments can make their own decisions even when the surrounding county takes a different approach.<\/p>\n<p data-start=\"9939\" data-end=\"10141\">This distinction is especially important in counties such as Miami-Dade, where the Sheriff&#8217;s Office can suspend its program without automatically determining what every municipal police department does.<\/p>\n<p data-start=\"10143\" data-end=\"10193\">Some notable Florida cities taking action include:<\/p>\n<h3 data-section-id=\"hmc01k\" data-start=\"10195\" data-end=\"10205\">Oviedo<\/h3>\n<p data-start=\"10207\" data-end=\"10356\">The Oviedo City Council directed the city to <strong data-start=\"10252\" data-end=\"10293\">remove all eight of its Flock suspended.<\/strong><\/p>\n<hr data-start=\"11006\" data-end=\"11009\" \/>\n<h2 data-section-id=\"kcyxvb\" data-start=\"11011\" data-end=\"11034\">What About Palm Bay?<\/h2>\n<p data-start=\"11036\" data-end=\"11121\">Palm Bay is worth separating from the other cities because its situation has changed.<\/p>\n<p data-start=\"11123\" data-end=\"11271\">The city temporarily suspended its Flock system in August after questions arose about whether its cameras had been properly permitted and installed.<\/p>\n<p data-start=\"11273\" data-end=\"11360\">The city subsequently verified the locations and paperwork and <strong data-start=\"11336\" data-end=\"11359\">restored the system<\/strong>.<\/p>\n<p data-start=\"11362\" data-end=\"11472\">Palm Bay&#8217;s cameras are located on city streets and aren&#8217;t necessarily affected by FDOT&#8217;s state-road directive.<\/p>\n<p data-start=\"11474\" data-end=\"11544\"><strong data-start=\"11474\" data-end=\"11544\">Status: Flock system operating after earlier temporary suspension.<\/strong><\/p>\n<hr data-start=\"11546\" data-end=\"11549\" \/>\n<h2 data-section-id=\"1f928nl\" data-start=\"11551\" data-end=\"11623\">Florida data-end=\"12624\">not<\/strong> mean nothing is happening in these counties.<\/p>\n<p data-start=\"12671\" data-end=\"12824\">Every Florida county is affected by FDOT&#8217;s August 31 directive requiring affected ALPR cameras to be removed from <strong data-start=\"12785\" data-end=\"12823\">State Highway System rights-of-way<\/strong>.<\/p>\n<p data-start=\"12826\" data-end=\"12975\">Some agencies are therefore removing individual cameras to comply with the state order without abandoning license plate reader technology altogether.<\/p>\n<p data-start=\"12977\" data-end=\"13058\">Local municipalities within these counties can also establish their own policies.<\/p>\n<hr data-start=\"13060\" data-end=\"13063\" \/>\n<h2 data-section-id=\"1piolh8\" data-start=\"13065\" data-end=\"13093\">What About Nassau County?<\/h2>\n<p data-start=\"13095\" data-end=\"13206\">Nassau County is a good example of why we&#8217;re being careful about describing these actions as countywide &#8220;bans.&#8221;<\/p>\n<p data-start=\"13208\" data-end=\"13336\">The Nassau County Sheriff&#8217;s Office has announced that it will comply with FDOT&#8217;s directive, which affects dozens of its cameras.<\/p>\n<p data-start=\"13338\" data-end=\"13382\">That means affected cameras are coming down.<\/p>\n<p data-start=\"13384\" data-end=\"13582\">However, available information doesn&#8217;t establish that Flock cameras are now prohibited throughout Nassau County, particularly on private property or outside the areas covered by the state directive.<\/p>\n<p data-start=\"13584\" data-end=\"13678\"><strong data-start=\"13584\" data-end=\"13678\">Status: FDOT-affected cameras being removed; no complete countywide prohibition confirmed.<\/strong><\/p>\n<hr data-start=\"13680\" data-end=\"13683\" \/>\n<h2 data-section-id=\"u0ae8k\" data-start=\"13685\" data-end=\"13714\">What About Alachua County?<\/h2>\n<p data-start=\"13716\" data-end=\"13750\">Alachua County is another example.<\/p>\n<p data-start=\"13752\" data-end=\"13887\">The Alachua County Sheriff&#8217;s Office identified <strong data-start=\"13799\" data-end=\"13818\">27 ALPR cameras<\/strong> affected by FDOT&#8217;s order and directed that those devices be removed.<\/p>\n<p data-start=\"13889\" data-end=\"14030\">However, the Sheriff&#8217;s Office is evaluating ways to maintain ALPR investigative capabilities while complying with Florida&#8217;s new restrictions.<\/p>\n<p data-start=\"14032\" data-end=\"14178\">That is significantly different from Putnam or Brevard counties, where the Sheriff&#8217;s Offices have announced broader termination of their programs.<\/p>\n<p data-start=\"14180\" data-end=\"14256\"><strong data-start=\"14180\" data-end=\"14256\">Status: State-road cameras being removed; broader ALPR use under review.<\/strong><\/p>\n<hr data-start=\"14258\" data-end=\"14261\" \/>\n<h2 data-section-id=\"zkm2sw\" data-start=\"14263\" data-end=\"14292\">What About Manatee County?<\/h2>\n<p data-start=\"14294\" data-end=\"14456\">Manatee County commissioners have voted to <strong data-start=\"14337\" data-end=\"14390\">bar Flock cameras from county parks and buildings<\/strong> and require additional installations to receive greater scrutiny.<\/p>\n<p data-start=\"14458\" data-end=\"14503\">However, this isn&#8217;t a countywide prohibition.<\/p>\n<p data-start=\"14505\" data-end=\"14586\">Existing cameras and systems operated outside those county properties may remain.<\/p>\n<p data-start=\"14588\" data-end=\"14665\"><strong data-start=\"14588\" data-end=\"14665\">Status: Restricted on certain county property; no countywide prohibition.<\/strong><\/p>\n<hr data-start=\"14667\" data-end=\"14670\" \/>\n<h2 data-section-id=\"86cm2o\" data-start=\"14672\" data-end=\"14730\">Are Private Flock Cameras Prohibited In These Counties?<\/h2>\n<p data-start=\"14732\" data-end=\"14750\">Generally, <strong data-start=\"14743\" data-end=\"14749\">no<\/strong>.<\/p>\n<p data-start=\"14752\" data-end=\"14835\">This remains one of the most important distinctions in Florida&#8217;s Flock controversy.<\/p>\n<p data-start=\"14837\" data-end=\"14993\">A sheriff terminating or suspending a Flock contract doesn&#8217;t necessarily prohibit an HOA from operating a Flock camera at the entrance to a gated community.<\/p>\n<p data-start=\"14995\" data-end=\"15162\">Likewise, removing cameras from county rights-of-way doesn&#8217;t necessarily affect cameras located inside shopping centers, apartment complexes or other private property.<\/p>\n<p data-start=\"15164\" data-end=\"15314\">Private cameras can potentially remain operational unless another law, ordinance, property restriction or government action specifically affects them.<\/p>\n<p data-start=\"15316\" data-end=\"15415\">Another question is whether police can <strong data-start=\"15355\" data-end=\"15414\">access the data generated by privately operated cameras<\/strong>.<\/p>\n<p data-start=\"15417\" data-end=\"15462\">Brevard County provides an important example.<\/p>\n<p data-start=\"15464\" data-end=\"15582\">The Sheriff&#8217;s Office has suspended its access to the broader Flock network, including privately operated camera feeds.<\/p>\n<p data-start=\"15584\" data-end=\"15640\">The private cameras haven&#8217;t necessarily been turned off.<\/p>\n<p data-start=\"15642\" data-end=\"15696\">The Sheriff&#8217;s Office has stopped accessing their data.<\/p>\n<p data-start=\"15698\" data-end=\"16013\">Miami-Dade provides another important example of the distinction. MDSO has announced the suspension of <strong data-start=\"15801\" data-end=\"15827\">its entire LPR program<\/strong>, but that announcement does not by itself establish that every privately owned Flock camera or every independently operated municipal system within Miami-Dade County has been shut down.<\/p>\n<hr data-start=\"16015\" data-end=\"16018\" \/>\n<h2 data-section-id=\"1lk5hje\" data-start=\"16020\" data-end=\"16063\">Did Florida Ban Flock Cameras Statewide?<\/h2>\n<p data-start=\"16065\" data-end=\"16072\"><strong data-start=\"16065\" data-end=\"16072\">No.<\/strong><\/p>\n<p data-start=\"16074\" data-end=\"16139\">Florida has not enacted a statewide prohibition on Flock cameras.<\/p>\n<p data-start=\"16141\" data-end=\"16260\">Instead, FDOT has revoked permission for automated license plate readers within <strong data-start=\"16221\" data-end=\"16259\">State Highway System rights-of-way<\/strong>.<\/p>\n<p data-start=\"16262\" data-end=\"16361\">Individual counties, sheriffs and law enforcement agencies are then deciding whether to go further.<\/p>\n<p data-start=\"16363\" data-end=\"16453\">That distinction has become even more important as agencies respond to the state&#8217;s action.<\/p>\n<p data-start=\"16455\" data-end=\"16625\">In Miami-Dade, for example, the Sheriff&#8217;s Office isn&#8217;t simply taking cameras off FDOT infrastructure. It has announced that <strong data-start=\"16579\" data-end=\"16624\">its entire LPR program is being suspended<\/strong>.<\/p>\n<p data-start=\"16627\" data-end=\"16657\">Elsewhere, the responses vary.<\/p>\n<p data-start=\"16659\" data-end=\"16702\">The result is a rapidly changing patchwork:<\/p>\n<p data-start=\"16704\" data-end=\"16761\"><strong data-start=\"16704\" data-end=\"16761\">Some sheriff&#8217;s offices have abandoned Flock entirely.<\/strong><\/p>\n<p data-start=\"16763\" data-end=\"16859\"><strong data-start=\"16763\" data-end=\"16859\">Some agencies, including the Miami-Dade Sheriff&#8217;s Office, have suspended their LPR programs.<\/strong><\/p>\n<p data-start=\"16861\" data-end=\"16951\"><strong data-start=\"16861\" data-end=\"16951\">Some counties have prohibited or removed cameras from county-controlled rights-of-way.<\/strong><\/p>\n<p data-start=\"16953\" data-end=\"17024\"><strong data-start=\"16953\" data-end=\"17024\">Some agencies are simply removing cameras affected by FDOT&#8217;s order.<\/strong><\/p>\n<p data-start=\"17026\" data-end=\"17084\"><strong data-start=\"17026\" data-end=\"17084\">And privately operated cameras can potentially remain.<\/strong><\/p>\n<p data-start=\"17086\" data-end=\"17195\">That&#8217;s why describing every one of these developments as a <strong data-start=\"17145\" data-end=\"17194\">&#8220;Flock camera ban&#8221; isn&#8217;t technically accurate<\/strong>.<\/p>\n<p data-start=\"17197\" data-end=\"17398\">The next major development could come from the Florida Legislature, where lawmakers could establish broader statewide rules governing how ALPR data is collected, retained, searched, audited and shared.<\/p>\n<p data-start=\"17400\" data-end=\"17623\">Until then, whether a Flock camera can operate \u2014 and whether law enforcement can access its data \u2014 may depend heavily on <strong data-start=\"17521\" data-end=\"17623\">where the camera is located, who owns it and which government agency is accessing the information.<\/strong><\/p>\n<p data-start=\"17625\" data-end=\"17854\" data-is-last-node=\"\" data-is-only-node=\"\">Last updated: September 1, 2026.
